President Roh Moo-hyun is mulling a special amnesty to some convicted businesspeople and politicians at the end of the year. The beneficiaries will be announced after the Cabinet approves the list next Wednesday. However, the amnesty could be delayed until the beginning of next year if administrative procedures take time, officials said.
